What OpenAI’s policy actually says
OpenAI advertising policy version 1.5, released 31 August 2026, made legal services a permitted advertising category in the United States. Three conditions matter:
- You must be licensed in the jurisdiction shown. Placements are geo-bound to where the firm can practise.
- Immigration is named explicitly as a permitted practice area — it is not an edge case being tolerated.
- Non-US legal advertising remains prohibited. The permission is US-only for now.
Why immigration is different from the rest of legal
People describe the case, not a keyword
“My husband has an immigration hearing next month, do we need a lawyer?” carries the case type, the urgency and the relationship. No three-word search query does that.
The question often isn’t in English
Immigration questions arrive in Spanish, Portuguese and Creole. The conversation reveals the language before you spend a cent — which is why we treat Spanish-language marketing as core, not an add-on.
Your competitors are not here yet
The large legal-marketing agencies have claimed ChatGPT ads as a category. None of them has published an immigration-specific offering.
The economics favour high-value cases
At $3.40 a click against $50–$100 on Google, the arithmetic on a retained removal-defence or family-petition case changes materially.
Paid placement is only half of it

The gap nobody mentions
Conversion tracking is form fills only. If your intake runs on the phone — and most immigration intake does — a click that becomes a call is currently invisible to the platform.
The workaround is a dedicated call-tracking number on the ChatGPT landing page, kept separate from the number used for Google and Meta. Without it you will underreport ChatGPT performance and likely switch it off while it is working.

Should this replace Google or Meta?

Is it bar-compliant?
The same advertising rules apply in a chat window as anywhere else: no outcome guarantees, no misleading claims, clear identification as advertising.
Is my firm too small for this?
